Pending moderation and Blocked

This page displays drivers and vehicles that are either pending moderation or blocked. They share the same actions as legal entities but with some additional details:

When approving a driver — a secret key is automatically generated.
When approving a driver — the attached vehicle is automatically approved (blocking a driver does not block the vehicle).
When blocking a vehicle — it is automatically detached from the driver.
You can only attach vehicles that are approved and not in the "Blocked" status.

When new data appears, a message will be displayed: "New data available. Click to refresh". The number of drivers and vehicles awaiting approval will be shown next to their respective sections.
